This study aims to analyze the efficiency of local budgets, in particular the budget of Kyiv and identify the optimal city revenues and expenditures configuration that will ensure its sustainable and balanced development, quality of life and well-being of citizens.
The question is more urgent due to the decentralisation process: this year local budgets received significant funds. Next year the local government will receive more power and financial autonomy. However, legal and institutional constraints are likely to remain for some time and there will be a need for their review in accordance with the new challenges of decentralisation.
The local authorities increasingly determine the quality of life in every populated area. However, traditionally local budgets are much less in the focus of public attention, media and experts. As a result, the question of the effectiveness of local budgets in Ukraine should rise on the public agenda.
