Such a conclusion was drawn by CES economists who analyzed investment projects and conducted a series of interviews with community representatives and donors.<\/p>\n<p>Foreign donors are willing to assist Ukraine with reconstruction, but local authorities need to learn how to work with them in order to acquire and allocate funds.
