And when the Ukrainian troops defending the Azovstal plant finally surrendered in May 2022, the mill had been reduced to rubble and twisted metal.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">The fighting at Azovstal, in the besieged city of Mariupol, was a\u00a0<a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2022\/07\/24\/world\/europe\/ukraine-war-mariupol-azovstal.html\" rel=\"nofollow noopener\" target=\"_blank\">signature moment in the early months of Russia\u2019s full-scale invasion<\/a>\u00a0of Ukraine.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">It was also a major setback for Ukraine\u2019s richest man, the plant\u2019s owner.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">With the destruction of Azovstal, the owner, Rinat Akhmetov, lost an industrial jewel accounting for one-fifth of Ukraine\u2019s steel output \u2014 a multibillion-dollar loss that dealt a severe blow to his longtime grip on the Ukrainian economy.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Akhmetov\u2019s case underlines how the war, by\u00a0<a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2023\/01\/06\/world\/europe\/ukraine-economy-russia.html\" rel=\"nofollow noopener\" target=\"_blank\">ravaging Ukrainian industry<\/a>, has curbed the power of the country\u2019s so-called oligarchs, tycoons who have long reigned over the economy and used their wealth to buy political influence, experts say.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"><\/aside>\n<\/div>\n<div style=\"text-align: justify;\">\n<div class=\"css-8atqhb\">\n<p><span style=\"font-size: 16px;\">In the war\u2019s first year, the total wealth of the 20 richest Ukrainians shrank by more than $20 billion, <\/span><a class=\"css-yywogo\" style=\"font-size: 16px;\" title=\"\" href=\"https:\/\/forbes.ua\/money\/reyting-naybagatshikh-voennogo-chasu-26122022-10741\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">according to Forbes magazine<\/a><span style=\"font-size: 16px;\">. Mr. Akhmetov took the biggest hit, losing more than $9 billion. He is one of only two billionaires left in Ukraine, down from 10 before the war, according to\u00a0<\/span><a class=\"css-yywogo\" style=\"font-size: 16px;\" title=\"\" href=\"https:\/\/biz.nv.ua\/markets\/samye-bogatye-ukraincy-ezhegodnyy-reyting-zhurnala-nv-50366756.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">The New Voice of Ukraine newspaper<\/a><span style=\"font-size: 16px;\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\" style=\"text-align: justify;\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Now, the Ukrainian authorities plan to use their wartime powers to try to make a clean break with the oligarchs. Before the war, one of the highest-profile investigations of a businessman was against Mr. Zelensky\u2019s chief political rival, former <\/span><a class=\"css-yywogo\" style=\"font-size: 16px;\" title=\"\" href=\"https:\/\/www.nytimes.com\/2022\/01\/17\/world\/europe\/petro-poroshenko-russia-ukraine.html\" rel=\"nofollow noopener\" target=\"_blank\">President Petro O. Poroshenko<\/a><span style=\"font-size: 16px;\">, who made a fortune in the candy business. Mr. Poroshenko has avoided criticism of Mr. Zelensky since the start of the war, instead\u00a0<\/span><a class=\"css-yywogo\" style=\"font-size: 16px;\" title=\"\" href=\"https:\/\/www.nytimes.com\/2023\/12\/06\/world\/europe\/ukraine-war-support-opposition.html\" rel=\"nofollow noopener\" target=\"_blank\">portraying himself as a loyalist ready to fight for his country<\/a><span style=\"font-size: 16px;\">.<\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n<\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\" style=\"text-align: justify;\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Some critics also say the wartime concentration of power around the government may give rise to a new oligarchy, and analysts say that oligarchs still retain significant levers of influence.<\/p>\n<blockquote>\n<p class=\"css-at9mc1 evys1bk0\">\u201cOligarchs have all the resources they need to get their influence back,\u201d Mr. Maliuska said. \u201cThe risk is still present.\u201d<\/p>\n<\/blockquote>\n<p class=\"css-at9mc1 evys1bk0\">Like other Ukrainian tycoons, Mr. Akhmetov made his fortune in the 1990s, when newly independent Ukraine transitioned to a market economy that saw lucrative state-owned assets privatized cheaply. He took over Soviet-era coal and steel plants and built a business empire that also included major stakes in agriculture and transportation.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Dmytro Goriunov, an economist at the Kyiv-based Center for Economic Strategy, said oligarchs had been a major obstacle to Ukraine\u2019s economic development, hampering competition through monopolies. Before the war, they controlled more than 80 percent of industries like oil refining and coal mining,\u00a0<a class=\"css-yywogo\" title=\"\" href=\"\/?p=22866\" target=\"_blank\" rel=\"noopener noreferrer\">according to a study<\/a>\u00a0he cowrote.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"><\/aside>\n<\/div>\n<div style=\"text-align: justify;\">\n<blockquote>\n<div class=\"css-8atqhb\"><span style=\"font-size: 16px;\">Experts say Ukrainian oligarchs used their profits to influence politics and the judiciary, as well as to buy or launch television channels to shape public opinion.<br \/>\n<\/span><\/div>\n<\/blockquote>\n<\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\" style=\"text-align: justify;\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Mr. Akhmetov once owned up to 11 channels and supported Viktor Yanukovych, the former pro-Russia president whom Ukrainians ousted in 2014.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Unlike in Russia \u2014 where oligarchs have largely fallen in line with the Kremlin under coercion or for self-interest \u2014 rivalries among Ukrainian tycoons and their support of a wide-range of politicians have given Ukraine\u2019s media and political landscape greater variety.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Their large industrial and agricultural companies have also driven the economy, employing hundreds of thousands of people and attracting foreign investment.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">But Daria Kaleniuk, the executive director of Ukraine\u2019s Anti-Corruption Action Center, said the oligarchs\u2019 stakes in business, politics and the news media had created a \u201cvicious circle\u201d where most levers of power were under their control, fueling corruption.<\/p>\n<\/div>\n<aside class=\"css-ew4tgv\" aria-label=\"companion column\"><\/aside>\n<\/div>\n<div style=\"text-align: justify;\">\n<div class=\"css-8atqhb\"><span style=\"font-size: 16px;\">When Mr. Zelensky was elected president in 2019 \u2014 <\/span><a class=\"css-yywogo\" style=\"font-size: 16px;\" title=\"\" href=\"https:\/\/www.nytimes.com\/2019\/05\/16\/world\/europe\/ukraine-zelensky-kolomoisky.html\" rel=\"nofollow noopener\" target=\"_blank\">with the support of a magnate, Ihor Kolomoisky<\/a><span style=\"font-size: 16px;\">\u00a0\u2014 he promised an all-out assault on the oligarchs. But his efforts, which included overhauling the judiciary and cracking down on corrupt public officials, \u201cdid not significantly decrease the influence of the oligarchs at that time,\u201d Mr. Maliuska said.<br \/>\n<\/span><\/div>\n<\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\" style=\"text-align: justify;\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">Then came Russia\u2019s invasion in February 2022.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">As Moscow\u2019s attacks focused on Ukraine\u2019s east and south, the country\u2019s industrial heartland, many of the oligarchs\u2019 factories were decimated.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In Mariupol, Mr. Akhmetov\u2019s two giant steelworks, including Azovstal, were destroyed. So was the country\u2019s largest oil refinery, in central Ukraine, which was owned by Mr. Kolomoisky. His wind and thermal power plants have been \u201cexposed to constant Russian missile and drone attacks,\u201d and his steel and coke plants have been \u201cseverely damaged or temporarily occupied,\u201d he said.<\/span><\/figcaption><\/figure>\n<\/div>\n<\/div>\n<\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\" style=\"text-align: justify;\"><\/div>\n<div style=\"text-align: justify;\">\n<div class=\"css-8atqhb\"><span style=\"font-size: 16px;\">Mr. Akhmetov\u2019s steel and mining group Metinvest lost nearly a third of its assets in the war\u2019s first year, according to the Center for Economic Strategy. Mr. Kolomoisky\u2019s oil assets shrank by two-thirds.<br \/>\n<\/span><\/div>\n<\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\" style=\"text-align: justify;\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">But it was perhaps the oligarchs\u2019 political influence that was hardest hit.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">In the early days of the war, as the country rallied behind its president, oligarchs had little choice but to put aside their political agendas and help with the war effort.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Then, Mr. Zelensky\u00a0<a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.president.gov.ua\/documents\/1522022-41761\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">signed a decree<\/a>\u00a0merging all cable news into a single program intended to counter Russian disinformation and boost morale \u2014 depriving oligarchs with media arms of a crucial tool of influence. The program has been\u00a0<a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2024\/01\/03\/world\/europe\/ukraine-war-tv-news-telemarathon.html\" rel=\"nofollow noopener\" target=\"_blank\">denounced as a way for the government to stifle criticism<\/a>.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">And by the summer of 2022, many tycoons had relinquished ownership of their media businesses to comply with a law passed before the war to curb their power. The law states that any person meeting three out of four criteria \u2014 participation in politics, significant media influence, ownership of a business monopoly or wealth of at least $70 million \u2014 will be designated an oligarch and barred from buying privatized state assets and funding political parties.<\/p>\n<p class=\"css-at9mc1 evys1bk0\">Mr. Akhmetov handed over the licenses for his television and print media to the state in July 2022. \u201cI am not an oligarch in the legal sense of the word now,\u201d he said.<\/p>\n<p><span style=\"font-size: 16px;\">As the war went on, Ukrainian authorities cast a wider net in their prosecution of oligarchs.<\/span><\/p>\n<\/div>\n<\/div>\n<div class=\"css-s99gbd StoryBodyCompanionColumn\" style=\"text-align: justify;\">\n<div class=\"css-53u6y8\">\n<p class=\"css-at9mc1 evys1bk0\">In September, the police\u00a0<a class=\"css-yywogo\" title=\"\" href=\"https:\/\/www.nytimes.com\/2023\/09\/04\/world\/europe\/ihor-kolomoisky-arrest-corruption.html\" rel=\"nofollow noopener\" target=\"_blank\">arrested Mr. Kolomoisky on suspicion of fraud and money laundering<\/a>, and he has since been held in custody. The authorities are also trying to extradite Kostyantin Zhevago, a Ukrainian oligarch, from France on fraud charges, and another one, Dmytro Firtash, for embezzlement.
