In this light, the interest of governments in the success of Ukraine\u2019s negotiating position seems logical.\u201d<\/p>\n<p style=\"text-align: justify;\">Overall, however, Samoiliuk believed that the \u201cmost likely and optimal\u201d scenario is to reach a debt-restructuring deal.<\/p>\n<p style=\"text-align: justify;\">\u201cOur opinion is that the private creditors\u2019 position is only their initial offer, and eventually, a write-down that is acceptable to both sides should be negotiated.\u201d<\/p>\n<p style=\"text-align: justify;\">Samoiliuk also explained that a default by Kyiv would have little, if any, immediate impact on the EU \u2013 or even the Ukrainian \u2013 economy, given that the sums being negotiated represent less than a fifth of Ukraine\u2019s total external debt.<\/p>\n<p style=\"text-align: justify;\">He also noted that the consequences of a default would only become apparent once the war is over.<\/p>\n<p style=\"text-align: justify;\">\u201cIn a calmer, more peaceful environment, avoiding a default is important to preserve the country\u2019s access to external capital markets,\u201d Samoiliuk explained, while \u201cUkraine lost this access weeks before the full-scale invasion began.\u201d<\/p>\n<p style=\"text-align: justify;\">\u201cHowever, despite the absence of practical short-term consequences of a Ukrainian default, it should still be avoided to improve the conditions for Ukraine\u2019s return to external lending when the security situation allows.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Source: Euractiv.
