At the same time, the volume of public procurement is decreasing, and the level of competition remains low.<\/p>\n<h4>Dynamics of Construction Procurement in 2024<\/h4>\n<p>In 2024, funding for construction procurements decreased by 4% in hryvnias (UAH 271.6 billion) and by 13% in dollar terms ($6.8 billion). The total number of completed tenders decreased by 23%, and their value in the national currency decreased by 6%.<\/p>\n<h4 data-sourcepos=\"3:1-3:57\">The largest categories of construction procurements are:<\/h4>\n<ul data-sourcepos=\"5:1-7:115\">\n<li data-sourcepos=\"5:1-5:62\">Road construction and repair \u2013 over 13% of the total volume;<\/li>\n<li data-sourcepos=\"6:1-6:55\">Engineering protection of facilities \u2013 also over 13%;<\/li>\n<li data-sourcepos=\"7:1-7:115\">School construction and repair \u2013 9%, a significant portion of which is occupied by the construction of shelters.<\/li>\n<\/ul>\n<h4>Main Problems of Construction Procurement:<\/h4>\n<p>1. A large number of sub-threshold procurements \u2013 complicates competition and transparency;<br \/>\n2. Low level of competition \u2013 often limited to a circle of regular participants;<br \/>\n3. Uneven distribution of procurements throughout the year \u2013 complicates planning;<br \/>\n4. Lack of effective monitoring of reconstruction procurements \u2013 complicates control over the transparency of processes.<\/p>\n<h4>The largest amounts of construction procurements in 2024 were directed to:<\/h4>\n<ul>\n<li>Kyiv \u2013 16.7% of the total volume;<\/li>\n<li>Dnipropetrovsk region \u2013 10.9%;<\/li>\n<li>Kharkiv region \u2013 8.2%.<\/li>\n<\/ul>\n<h4>What the authorities can do:<\/h4>\n<ul>\n<li>Reform of public investment management \u2013 implementation of the Roadmap;<\/li>\n<li>Reduction of the number of artificial sub-threshold procurements \u2013 development of new state policies;<\/li>\n<li>Creation of a Central Purchasing Organization at the Restoration Agency for effective control of procurements;<\/li>\n<li>Research on the reasons for companies refusing to participate in reconstruction procurements;<\/li>\n<li>Analysis of tender monopolization \u2013 research by the Antimonopoly Committee;<\/li>\n<li>Ensuring the continuity of procurements \u2013 elimination of budgetary obstacles;<\/li>\n<li>Risk-oriented monitoring of procurements by the State Audit Service;<\/li>\n<li>Introduction of an additional procurement identifier in the Prozorro system;<\/li>\n<li>Streamlining the procurement codes of the Unified Procurement Vocabulary to improve the classification of goods and services.<\/li>\n<\/ul>\n<p>This publication was produced with the financial support of the European Union.
