The political part was signed yesterday. Now, Ukraine\u2019s Parliament (Verkhovna Rada) must ratify it. Technical details will be finalized in a separate agreement.<\/p>\n<p class=\"\" style=\"text-align: justify;\" data-start=\"537\" data-end=\"738\">The deal is largely seen as a win for Ukraine. It avoids controversial terms, especially regarding who controls the Reconstruction Investment Fund. The United States will not have full control over it.<\/p>\n<blockquote data-start=\"740\" data-end=\"920\">\n<p class=\"\" data-start=\"742\" data-end=\"920\">\u201cThe agreement is a win-win,\u201d says Volodymyr Landa, senior economist at CES. \u201cIt removes barriers to Ukraine\u2019s EU integration and confirms that past US aid won\u2019t turn into debt.\u201d<\/p>\n<\/blockquote>\n<p class=\"\" style=\"text-align: justify;\" data-start=\"922\" data-end=\"1050\">A full evaluation will be possible after the entire text is published. Meanwhile, <a href=\"https:\/\/www.eurointegration.com.ua\/news\/2025\/05\/1\/7210648\/\" rel=\"nofollow noopener\" target=\"_blank\"><em data-start=\"1004\" data-end=\"1021\">European Pravda<\/em><\/a> has shared some key details:<\/p>\n<hr class=\"\" data-start=\"1052\" data-end=\"1055\" \/>\n<h3 class=\"\" style=\"text-align: justify;\" data-start=\"1057\" data-end=\"1071\">Key Points<\/h3>\n<ul style=\"text-align: justify;\" data-start=\"1073\" data-end=\"2681\">\n<li class=\"\" data-start=\"1073\" data-end=\"1260\">\n<p class=\"\" data-start=\"1075\" data-end=\"1260\"><strong data-start=\"1075\" data-end=\"1100\">What the Deal Covers:<\/strong><br data-start=\"1100\" data-end=\"1103\" \/>The agreement establishes a U.S.-Ukraine Reconstruction Investment Fund. It sets the groundwork for cooperation on mineral extraction and military support.<\/p>\n<\/li>\n<li class=\"\" data-start=\"1262\" data-end=\"1559\">\n<p class=\"\" data-start=\"1264\" data-end=\"1559\"><strong data-start=\"1264\" data-end=\"1283\">Shorter Format:<\/strong><br data-start=\"1283\" data-end=\"1286\" \/>This version is just 12 pages long, compared to over 90 pages in the original draft. A separate technical agreement will include detailed provisions. It will define how the fund is governed and ensure that 100% of the fund\u2019s profits stay in Ukraine for at least 10 years.<\/p>\n<\/li>\n<li class=\"\" data-start=\"1561\" data-end=\"1711\">\n<p class=\"\" data-start=\"1563\" data-end=\"1711\"><strong data-start=\"1563\" data-end=\"1580\">EU Alignment:<\/strong><br data-start=\"1580\" data-end=\"1583\" \/>The deal supports Ukraine\u2019s path to the EU. If any clause conflicts with European law, both parties will review and adjust it.<\/p>\n<\/li>\n<li class=\"\" data-start=\"1713\" data-end=\"1904\">\n<p class=\"\" data-start=\"1715\" data-end=\"1904\"><strong data-start=\"1715\" data-end=\"1756\">No Special Access for U.S. Companies:<\/strong><br data-start=\"1756\" data-end=\"1759\" \/>American firms don\u2019t get first rights to extraction licenses. However, they must be allowed to bid or negotiate under the same terms as others.<\/p>\n<\/li>\n<li class=\"\" data-start=\"1906\" data-end=\"2182\">\n<p class=\"\" data-start=\"1908\" data-end=\"2182\"><strong data-start=\"1908\" data-end=\"1930\">List of Resources:<\/strong><br data-start=\"1930\" data-end=\"1933\" \/>The agreement includes 57 minerals such as lithium, uranium, cobalt, graphite, oil, and gas. It applies only to new deposits. Licenses for these will be issued after the deal takes effect. Any additions to the list require consent from both sides.<\/p>\n<\/li>\n<li class=\"\" data-start=\"2184\" data-end=\"2399\">\n<p class=\"\" data-start=\"2186\" data-end=\"2399\"><strong data-start=\"2186\" data-end=\"2210\">Financial Structure:<\/strong><br data-start=\"2210\" data-end=\"2213\" \/>Ukraine will contribute revenues from licenses and rent payments. It may also add extra funds. The U.S. will contribute military support, including weapons, ammunition, and technology.<\/p>\n<\/li>\n<li class=\"\" data-start=\"2401\" data-end=\"2681\">\n<p class=\"\" data-start=\"2403\" data-end=\"2681\"><strong data-start=\"2403\" data-end=\"2424\">New Military Aid:<\/strong><br data-start=\"2424\" data-end=\"2427\" \/>According to <em data-start=\"2442\" data-end=\"2453\">Kyiv Post<\/em>, Donald Trump has approved a $50 million arms sale to Ukraine. It\u2019s unclear if this is part of the new deal.
