333 strategies and their financing: how to align Ukraine’s budget with long-term plans

26 November 2025

The Centre for Economic Strategy invites you to a webinar on how to align strategic goals with budget planning to ensure effective public policy and transparency of public finances.

As of August 2025, the government estimates that Ukraine has 333 strategic documents. However, many of them lack clear sources of financing, and some do not even include indicative amounts from the state budget required for implementation.

During the webinar, we will present our research on budget and strategic planning practices in countries comparable to Ukraine—Poland and the Baltic States—as well as in New Zealand, which is considered one of the best examples of integration.

The event will take place on 26 November at 16:00 on Zoom. Registration is required below.

Event agenda:

16:00–16:20 Presentation of the research: Oleksandra Myronenko, CES economist; Bohdan Slutskyi, CES economist; Iana Okhrimenko, CES senior economist.

16:20–16:40 Comments from invited reviewer Ugis Sics, Head of the project “Continued Support to Comprehensive Reform of Public Administration in Ukraine” (EU4PAR).

16:40–17:00 Q&A session.

Moderator:  Hlib Vyshlinsky, CES Executive Director.

The event will be held in Ukrainian with simultaneous interpretation into English.

The event is produced by Centre for Economic Strategy with the support of the Askold and Dir Fund as a part of the Strong Civil Society of Ukraine – a Driver towards Reforms and Democracy project, implemented by ISAR Ednannia, funded by Norway and Sweden.
