Constructive Capital in Ukraine: Why it matters and how to foster its development – research presentation

30 November 2023

Unlike corrosive capital (including oligarchic, Russian, and Chinese capitals) that we have previously studied, constructive capital represents Ukrainian businesses unaffiliated with the state, oligarchs, sanctioned companies, or Russia.

Constructive capital has played a key role in building a competitive market economy in Ukraine. While foreign investments in Central Europe shaped the landscape of the new post-communist economy, in Ukraine, this role was played by local capital.

In our work, we have assessed how much of this capital is currently operating in Ukraine and how it can be further developed. Special attention in the research is devoted to small and medium-sized businesses – companies not associated with the privatization of Soviet state enterprises.

The research and presentation are conducted with the support of the Center for International Private Enterprise (CIPE).
