How the new IMF programme will affect Ukraine’s individual entrepreneurs
The Centre for Economic Strategy and colleagues from the RRR4U* consortium continue to monitor the Ukrainian government’s compliance with its commitments to international partners. We presented the monitoring of the implementation of the IMF program and the Ukraine Plan in December 2025.
This month’s special topic is: “How the new IMF programme will affect Ukraine’s individual entrepreneurs”.
On 26 November, Ukraine and the International Monetary Fund reached a staff-level agreement on a new four-year Extended Fund Facility (EFF) worth USD 8.1 billion.
Among the prior actions — the IMF’s conditions for approving the programme — are several unpopular steps: taxing income from digital platforms (the “OLX tax”), abolishing the EUR 150 duty-free threshold for parcels, and introducing VAT payments for individual entrepreneurs with annual revenues above UAH 1 million.
Will these potential changes benefit the economy? And how it will affect Ukraine’s individual entrepreneurs?
