The Future of Ukraine’s Pension Solidarity System: Scenarios and Forecasts

Since the adoption of Ukraine’s pension legislation, the system has undergone four reforms. Yet, it still faces numerous shortcomings, which have significantly worsened since the full-scale invasion, posing serious risks to its future sustainability. 

The pension system includes around 160 different supplements and adjustments, making it overly complex and difficult to understand. Gaps in pension legislation lead to a flood of court cases. Together, these factors create a sense of injustice and erode public trust in the system. 

What steps should be taken in this situation? What solutions are needed to improve the system? And how can we make it fair, transparent, and understandable for citizens?
