Great start: Ukraine received USD 4.2 billion from international partners in January

Since the beginning of 2023, Ukraine has received USD 4.2 billion from international partners. The funding was enough to cover the budget deficit and repay debts.

  • The EU has provided EUR 3 billion. This is part of the EUR 18 billion package planned for 2023. Further disbursements are expected to be linked to Ukraine’s progress in implementing reforms.
  • Ukraine received another USD 1 billion in grants from the United States. The US state budget for fiscal year 2023 provides for an additional USD 13 billion in grants for Ukraine.
  • Another USD 500 thousand came from Estonia in January.

In 2022, Ukraine received USD 31.1 billion in foreign grants and loans, an average of USD 3.1 billion per month of war.

However, funding inflows have been neither stable nor regular, with both extremely high and low levels of funding in some months.

“Both the US and the EU have stated that one of their priorities is to provide financial assistance to Ukraine in 2023 in the form of timely and stable disbursements. Foreign financing in January serves as a confirmation of the seriousness of these intentions,” comments CES economist Maksym Samoiliuk.
