How to ensure the independence of the energy regulator?

Creating an effective and independent regulator is a necessary condition for reforming Ukraine’s energy market. However, the National Energy and Utilities Regulatory Commission (NEURC) does not meet these requirements today. The purpose of the study is to establish the conditions under which the Ukrainian energy regulator will be politically and functionally independent of other government agencies, financially independent of the state and third parties, and formulate principles for appointing its members.
