According to the latest available report of the European Commission on enlargement, Ukraine has a certain level of preparation for the third negotiating chapter «Freedom of establishment and freedom to provide services». This negotiation section belongs to the second cluster of acquis, which establishes the foundations for the full and safe functioning of the Internal Market.
In this report, we analyzed the main differences between Ukrainian and European horizontal and sectoral legislation and formulated key recommendations for each section.
Since at the moment there is no comprehensive list of regulatory legal acts regulating the sphere of service provision in the EU and to be implemented in Ukraine, we relied on negotiation sessions, expert opinions, as well as reports on enlargement for other candidate countries.
