Our achievements
Centre for Economic Strategy is a Ukrainian non-governmental research body which has been working on promoting sustainable and inclusive economic growth since 2015 . The Centre independently analyzes the most important aspects of public policies and works to strengthen public support for reforms. We do not support any political parties or political leaders.
2024
Business support
Recommendations for the Ministry of Economy on supporting businesses in areas close to the frontline. Some of the recommendations are already being implemented.
Human capital policies
Support in preparing Ukraine’s Demographic Development Strategy until 2040, which incorporated our quantitative assessments.
Public oversight of ESBU
Selection through online voting and participation in the Public Oversight Council of the ESBU to ensure transparency and effective operation of the institution.
Support for the Temporary Investigative Commission on Economic Security
Analytical work for the relevant parliamentary Temporary Investigative Commission, which contributed to a 66% increase in tax revenues from the gambling sector compared to 2023.
Strengthening regulation of the gambling market
Analytical support and communication assistance for the adopted draft law aimed at more effective regulation of the gambling industry.
Advocacy for ESBU reform
Analytical support and advocacy for the adoption of legislation to relaunch the Economic Security Bureau of Ukraine.
2023
Simplified taxation system
Recommendations from our study on potential abuses of the simplified taxation system were reflected in the National Revenue Strategy until 2030.
Insurance of war risks
We recommended that the government consider introducing war risk insurance for businesses exposed to physical asset losses due to the war. In 2023, MIGA insured the first investment projects in Ukraine against war risks. Additionally, the government introduced a mechanism to insure ships exporting and importing goods to Ukraine by sea.
Expert support to the Temporary Investigative Commission on Economic Security
We provided analytical and communication support to the Commission on Economic Security, which resulted in a number of changes in the gambling sector and the “black” export market. As a result, the state budget received an additional ≈ UAH 15 billion in revenues.

Assessment of war damages in the “Russia will pay” project
Within the framework of the “Russia will pay” project, in cooperation with state authorities, we are developing calculation methods and calculating the loss from Russia’s invasion. Both Ukrainian and international institutions, notably the World Bank, rely on evaluating the project.

Cancellation of the amendment on rent for ore in draft law 5600
We were the first to draw attention to the change in rental rates for ore mining in Bill 5600 in favour of financial and industrial groups. Thanks to public publicity, the edit was overturned.
Development of adaptive quarantine 2.0, which eased the restrictions for the vaccinated
The government adopted relevant changes that did not limit the activity of vaccinated persons and businesses with vaccinated personnel.
Economic development strategy of Donetsk and Luhansk regions
The Cabinet of Ministers approved the economic development strategy of the Donetsk and Luhansk regions until 2030, based on the results of the CES.

Adaptive quarantine and public and business support policies
The government has adopted the adaptive quarantine model, and the Verkhovna Rada has taken into account the recommendations of supporting entrepreneurs and the unemployed in a series of anti-crisis laws
