Overcoming hesitancy to invest in Ukraine is possible via war-related risk insurance, says CES Deputy Director Maria Repko at the event by CEPS (Centre for European Policy Studies)
Such a program already exists in Germany and is being considered by Poland. Also, in the US, similar guarantees are provided by DFC and MIGA, but they are in the very early stages.
Each of these programs only works with investors from the respective country.
Maria suggests creating a collective fund filled with donations from donor countries to provide insurance to any willing investor. This would put investors from all countries in equal positions.
A possible way to finance an insurance program is to invest frozen Russian assets and direct profits into the program’s budget.
