Recovery spending watchdog №24. December monitoring

Since June 2023, the Centre for Economic Strategy, the Institute for Economic Research and Policy Consulting (IER), and “Technology of Progress” NGO have been working on the project “The Recovery Spending Watchdog”, funded by the European Union.

The project aims to create an independent system for monitoring budgetary and donor funds spent on reconstruction, analysing these expenditures, and engaging the public in overseeing the recovery process.

Highlights of the last month:

  • The Cabinet of Ministers of Ukraine has adopted new rules for determining construction costs, aimed at increasing competition in public procurement and reducing abuse of prices and wages. However, new modules need to be developed for the Unified Electronic Public Procurement System (UEPPS): a building materials codifier and a materials price register.
  • The active phase of introducing public investment system reform at the regional and community levels is ongoing. Information about already approved community EPPs is already available on DREAM. At the same time, it is crucial to continue training communities to ensure the reform’s effectiveness.
  • DREAM is gradually becoming a public investment management system. The portal will contain information on each project in terms of objectives, justification, expert assessments, financing, and project implementation stages.
  • In November 2025, the number of construction procurements remained virtually unchanged from last year, but less money was spent. A significant portion of the largest construction procurements in November were for municipal infrastructure in the city of Mykolaiv. The construction of energy facility protection continues.
