The recovery spending watchdog №14. Can recovery be funded in Ukraine’s 2025 war budget?

According to the latest estimates from the World Bank, Ukraine’s recovery needs amount to $486 billion. Moreover, according to Oleksiy Kuleba, Deputy Prime Minister for Restoration of Ukraine – Minister for Communities and Territories Development of Ukraine, $5 billion is urgently needed for infrastructure recovery.
