Trade is free, but not completely: what will change for Ukrainian agricultural exports to the EU

In January 2024, the European Commission proposed extending the duty-free trade regime for Ukraine for another year. In April, the European Council and the European Parliament managed to reach an agreement to extend temporary unilateral trade preferences for Ukraine until 5 June 2025.
This means that the free trade regime with the EU will continue, but with certain reservations.
In particular, this concerns the application of the so-called ‘safeguard measures’ – the prompt restoration of tariff quotas established by the Association Agreement if imports of seven Ukrainian goods exceed the limit.
We analysed the new draft law to find out how the change in EU trade policy will affect Ukrainian agricultural exporters.
