Ukraine’s reconstruction needs are enormous. How to cover them?

Ukraine’s reconstruction needs are enormous — up to $400 billion. To cover such amount, Ukraine needs external help. It is important to build transparency and gain partners’ trust.

CES Deputy Director Maria Repko during the event “Building Ukraine’s future: financing the recovery” by Bruegel speaks about necessary actions for Ukraine to build trustful relations.

Conditionality in aid

Reliable supervision mechanisms on spending aid and pressure from partners to push reforms are the key to productive relations with partners.

Opening negotiations in a rule of law chapter

Ukraine sometimes faces problems with overly complicated or inefficient juridical regulations. Proactive Ukrainian municipalities even receive special training on how to attract foreign loans complying with a huge amount of law regulations.

Maria stresses: Ukraine has been making lots of progress in fighting corruption and ensuring the rule of law. But the process of institutional reformation doesn’t happen overnight – it’s slow and steady.
