VAT for entrepreneurs is unavoidable. What are the authorities waiting for and when will the new reform come into effect?

The idea of introducing VAT for some sole proprietors has returned to the agenda after government negotiations with the IMF. Although the authorities have put the reform on hold for now and are discussing a possible postponement until 2027, it is unlikely that Ukraine will be able to avoid these changes completely.

This is not only about the requirements of international partners, but also about the future restructuring of the entire logic of the simplified system. Most likely, the new rules will primarily affect entrepreneurs with larger turnovers, and the transition itself will be gradual and accompanied by stricter fiscalization and new accounting requirements.
