You need to look for money for reconstruction, like in the restaurant business
Experts from the Consortium of Ukrainian Think Tanks have begun working on the basic principles of reconstruction. The result is a cookbook.
There are no ready-made mechanisms for Ukraine’s recovery yet. However, funding is needed now. The fundraising will be facilitated by adherence to the principles of reconstruction shared by Ukrainian society, the donor community and the contractors.
Experts of the Consortium of Ukrainian think tanks RRR4U (Resilience, Reconstruction and Relief for Ukraine) – Centre for Economic Strategy, the Institute for Economic Research and Political Consultations, the Institute for Analytics and Advocacy, and the DiXi Group – outlined such principles and their application in the Cookbook of Ukrainian Recovery.
First and foremost, it is transparency. For a trust, it is necessary to ensure the operation of a transparent kitchen – everyone can see how the team works and what products are used to prepare dishes.
Secondly, it is capacity. The restaurant will soon go bankrupt if there is a lack of professional chefs, assistants, buyers or financiers. Likewise, reconstruction will not take place without capable institutions at both the central and local levels.
Focus on people’s needs. Just as everyone at the table needs to be fed, recovery projects should focus primarily on people and communities’ needs.
Participation of private capital. Instead of eating in public canteens, we propose to develop a culture of institutions that do not depend on a “menu” handed down from above. Likewise, market mechanisms should be used in reconstruction projects.
Trust. In a good restaurant, as well as in restoration, the work is built on trust between the owner, chef, financier, client, and other stakeholders.
“Build Back Better”. The customer should be not only full but also healthy. That’s why more and more restaurants focus on using environmentally friendly products and equipment. The same rules – inclusiveness, energy efficiency and environmental sustainability – should be followed in the reconstruction.
And finally, compliance with EU standards. The credibility of a restaurant increases if it complies with international standards. Similarly, the indicators set out in the European Green Deal should be followed during reconstruction.
Ukraine’s reconstruction needs are enormous – up to USD 400 billion. It is impossible to cover this on our own. At a European Parliament’s Budget Committee meeting, our partners most often asked whether Ukraine could be trusted, how the funds would be used, and who would control them. Therefore, adherence to the basic principles is in the interests of every Ukrainian.
