Plan B: What Ukraine should do if international aid does decrease

This scenario is currently the most realistic.

Under this scenario, Ukraine will be able to achieve at least a non-loss. Not that it can be called a victory, but not a loss.

In this scenario, the most important thing for the state will be to achieve two goals simultaneously. The first is to prevent extreme poverty.

Why, for example, is simply printing money bad? Because inflation will hit everyone equally.

Those who are able to do so will make savings in dollars or something else, but, for example, pensioners for whom pensions are the only source of income will move from a situation of poverty to a situation of extreme poverty. That is, when they will not have enough money for food.

At the same time, inflation will directly affect the morale of the military. After all, no one is going to review the salaries of the Armed Forces.

The right step would be to close tax loopholes, including problems in the legislation itself, the fight against smuggling and illegal tobacco production, and the abolition of unnecessary tax benefits, such as VAT exemptions for the import of electric vehicles.

It would be advisable to raise VAT slightly, but not to the extent that it would lead to a shift in trade to the grey and black segments. Perhaps it would make sense to introduce a lower VAT rate for raw foods.

It would also make sense to redistribute funds between local and central budgets, so that relatively richer cities do not have to lay pavement instead of supporting the army, and the central budget has nowhere to get money from.
We have a lot of expenses that are not mandatory. The same goes for higher education. Universities are funded in the same way as they were 20 years ago, while they have half as many students, and universities have many buildings to heat and teachers to pay salaries.

Therefore, to live in this scenario, we need to do a lot of work in public policy. We need to look for the “geese” that have not yet been plucked and that can be plucked without much fanfare.
