Public Procurement in Ukraine’s Recovery: Opportunities and Challenges in Comparison with Poland
The Centre for Economic Strategy (CES) and the Polish Economic Institute (PEI) invite you to join a round-table discussion «Public Procurement in Ukraine’s Recovery: Opportunities and Challenges in Comparison with Poland» on the sidelines of the Ukraine Recovery Conference (URC) 2026.
The event will take place on 24 June 2026, 12:00–14:00 (CET) online and offline in Gdańsk.
The discussion will be held in English and organized as an analytical lunch, combining expert presentations with a moderated exchange among invited specialists. The presentation is being prepared by leading experts with the support of the European Union within the framework of the “Public Investment Watchdog” project.
Public procurement is the critical link between recovery financing and projects on the ground: schools, hospitals, housing, utilities, roads and local services. The discussion will therefore take a bottom-up approach, placing hromadas and local recovery at the centre of the agenda.
The discussion will focus on two interlinked dimensions:
- Ukraine’s public procurement and recovery reality — examining how reconstruction-related procurement currently works in Ukraine; what Prozorro data show about procurement for recovery and civilian needs under wartime conditions; and how public investment management reform may affect procurement pipelines.
- Poland’s procurement market and EU-funded local investment experience — exploring what Ukraine can learn from a mature EU member state about competition, supplier participation, SME access, auditability, value for money and local investment delivery.
This session aims to connect Ukrainian and Polish practitioners, policymakers, public institutions, businesses, donors, academia and civil society to discuss how Ukraine’s procurement system can support transparent, competitive and trusted reconstruction.
