What’s changing in Ukraine’s 2026 state budget?

18 June 2026

The Centre for Economic Strategy (CES) invites you to join the June review of the Ukrainian economy with a special topic: “What’s changing in Ukraine’s 2026 state budget?”.

The Verkhovna Rada has supported amendments to the 2026 state budget, which provide for an increase in security and defence spending by UAH 1.56 trillion (approximately $35 billion). This was made possible by a new financial support programme from the European Union — the Ukraine Support Loan (USL).

One of the key issues is military salaries. When the budget was adopted, it was already apparent that there might be a shortfall in funding for this item. Although international aid cannot be directly allocated to paying military personnel, it frees domestic resources for these needs.

We will discuss this in more detail on 18 June at 17:00 (Kyiv time) on Zoom. In addition, as usual, we will review the changes in the Ukrainian economy over the past month.

Our regular monthly reports are available on our website, and data visualisations are available in the War Economy Tracker.
